The Benghazi Talking Points

Even as the White House strove last week to move beyond questions about the Benghazi attacks of Tuesday, September 11, 2012, fresh evidence emerged that senior Obama administration officials knowingly misled the country about what had happened in the days following the assaults. The Weekly Standard has obtained a timeline briefed by the Office of the Director of National Intelligence detailing the heavy substantive revisions made to the CIA’s talking points, just six weeks before the 2012 presidential election, and additional information about why the changes were made and by whom.

As intelligence officials pieced together the puzzle of events unfolding in Libya, they concluded even before the assaults had ended that al Qaeda-linked terrorists were involved. Senior administration officials, however, sought to obscure the emerging picture and downplay the significance of attacks that killed a U.S. ambassador and three other Americans. The frantic process that produced the changes to the talking points took place over a 24-hour period just one day before Susan Rice, U.S. ambassador to the United Nations, made her now-famous appearances on the Sunday television talk shows. The discussions involved senior officials from the State Department, the National Security Council, the CIA, the Office of the Director of National Intelligence, and the White House.

The exchange of emails is laid out in a 43-page report from the chairmen of five committees in the House of Representatives. Although the investigation was conducted by Republicans, leading some reporters and commentators to dismiss it, the report quotes directly from emails between top administration and intelligence officials, and it includes footnotes indicating the times the messages were sent. In some cases, the report did not provide the names of the senders, but The Weekly Standard has confirmed the identities of the authors of two critical emails—one indicating the main reason for the changes and the other announcing that the talking points would receive their final substantive rewrite at a meeting of top administration officials on Saturday, September 15.

The White House provided the emails to members of the House and Senate intelligence committees for a limited time and with the stipulation that the documents were available for review only and would not be turned over to the committees. The White House and committee leadership agreed to that arrangement as part of a deal that would keep Republican senators from blocking the confirmation of John Brennan, the president’s choice to run the CIA. If the House report provides an accurate and complete depiction of the emails, it is clear that senior administration officials engaged in a wholesale rewriting of intelligence assessments about Benghazi in order to mislead the public. The Weekly Standard sought comment  from officials at the White House, the State Department, and the CIA, but received none by press time. Within hours of the initial attack on the U.S. facility, the State Department Operations Center sent out two alerts.

The first, at 4:05 p.m. (all times are Eastern Standard Time), indicated that the compound was under attack; the second, at 6:08 p.m., indicated that Ansar al Sharia, an al Qaeda-linked terrorist group operating in Libya, had claimed credit for the attack. According to the House report, these alerts were circulated widely inside the government, including at the highest levels. The fighting in Benghazi continued for another several hours, so top Obama administration officials were told even as the fighting was taking place that U.S. diplomats and intelligence operatives were likely being attacked by al Qaeda-affiliated terrorists. A cable sent the following day, September 12, by the CIA station chief in Libya, reported that eyewitnesses confirmed the participation of Islamic militants and made clear that U.S. facilities in Benghazi had come under terrorist attack. It was this fact, along with several others, that top Obama officials would work so hard to obscure.

After a briefing on Capitol Hill by CIA director David Petraeus, Democrat Dutch Ruppersburger, the ranking member of the House Intelligence Committee, asked the intelligence community for unclassified guidance on what members of Congress could say in their public comments on the attacks. The CIA’s Office of Terrorism Analysis prepared the first draft of a response to the congressman, which was distributed internally for comment at 11:15 a.m. on Friday, September 14 (Version 1 at right). This initial CIA draft included the assertion that the U.S. government “know[s] that Islamic extremists with ties to al Qaeda participated in the attack.” That draft also noted that press reports “linked the attack to Ansar al Sharia. The group has since released a statement that its leadership did not order the attacks, but did not deny that some of its members were involved.” Ansar al Sharia, the CIA draft continued, aims to spread sharia law in Libya and “emphasizes the need for jihad.” The agency draft also raised the prospect that the facilities had been the subject of jihadist surveillance and offered a reminder that in the previous six months there had been “at least five other attacks against foreign interests in Benghazi by unidentified assailants, including the June attack against the British Ambassador’s convoy.”

After the internal distribution, CIA officials amended that draft to include more information about the jihadist threat in both Egypt and Libya. “On 10 September we warned of social media reports calling for a demonstration in front of the [Cairo] Embassy and that jihadists were threatening to break into the Embassy,” the agency had added by late afternoon. And: “The Agency has produced numerous pieces on the threat of extremists linked to al Qaeda in Benghazi and Libya.” But elsewhere, CIA officials pulled back. The reference to “Islamic extremists” no longer specified “Islamic extremists with ties to al Qaeda,” and the initial reference to “attacks” in Benghazi was changed to “demonstrations.”

The talking points were first distributed to officials in the interagency vetting process at 6:52 p.m. on Friday. Less than an hour later, at 7:39 p.m., an individual identified in the House report only as a “senior State Department official” responded to raise “serious concerns” about the draft. That official, whom The Weekly Standard has confirmed was State Department spokesman Victoria Nuland, worried that members of Congress would use the talking points to criticize the State Department for “not paying attention to Agency warnings.”

In an attempt to address those concerns, CIA officials cut all references to Ansar al Sharia and made minor tweaks. But in a follow-up email at 9:24 p.m., Nuland wrote that the problem remained and that her superiors—she did not say which ones—were unhappy. The changes, she wrote, did not “resolve all my issues or those of my building leadership,” and State Department leadership was contacting National Security Council officials directly. Moments later, according to the House report, “White House officials responded by stating that the State Department’s concerns would have to be taken into account.” One official—Ben Rhodes, The Weekly Standard is told, a top adviser to President Obama on national security and foreign policy—further advised the group that the issues would be resolved in a meeting of top administration officials the following morning at the White House.

There is little information about what happened at that meeting of the Deputies Committee. But according to two officials with knowledge of the process, Mike Morrell, deputy director of the CIA, made broad changes to the draft afterwards. Morrell cut all or parts of four paragraphs of the six-paragraph talking points—148 of its 248 words (see Version 2 above). Gone were the reference to “Islamic extremists,” the reminders of agency warnings about al Qaeda in Libya, the reference to “jihadists” in Cairo, the mention of possible surveillance of the facility in Benghazi, and the report of five previous attacks on foreign interests.

What remained—and would be included in the final version of the talking points—was mostly boilerplate about ongoing investigations and working with the Libyan government, together with bland language suggesting that the “violent demonstrations”—no longer “attacks”—were spontaneous responses to protests in Egypt and may have included generic “extremists” (see Version 3 above).

If the story of what happened in Benghazi was dramatically stripped down from the first draft of the CIA’s talking points to the version that emerged after the Deputies Committee meeting, the narrative would soon be built up again. In ensuing days, administration officials emphasized a “demonstration” in front of the U.S. facility in Benghazi and claimed that the demonstrators were provoked by a YouTube video. The CIA had softened “attack” to “demonstration.” But as soon became clear, there had been no demonstration in Benghazi.

More troubling was the YouTube video. Rice would spend much time on the Sunday talk shows pointing to this video as the trigger of the chaos in Benghazi. “What sparked the violence was a very hateful video on the Internet. It was a reaction to a video that had nothing to do with the United States.” There is no mention of any “video” in any of the many drafts of the talking points.

Still, top Obama officials would point to the video to explain Benghazi. President Obama and Secretary of State Hillary Clinton even denounced the video in a sort of diplomatic public service announcement in Pakistan. In a speech at the United Nations on September 25, the president mentioned the video several times in connection with Benghazi.

On September 17, the day after Rice appeared on the Sunday shows, Nuland defended Rice’s performance during the daily briefing at the State Department. “What I will say, though, is that Ambassador Rice, in her comments on every network over the weekend, was very clear, very precise, about what our initial assessment of what happened is. And this was not just her assessment, it was also an assessment you’ve heard in comments coming from the intelligence community, in comments coming from the White House.”

It was a preview of the administration’s defense of its claims on Ben­ghazi. After pushing the intelligence community to revise its talking points to fit the administration’s preferred narrative, administration officials would point fingers at the intelligence community when parts of that narrative were shown to be misleading or simply untrue.

And at times, members of the intelligence community appeared eager to help. On September 28, a statement from ODNI seemed designed to quiet the growing furor over the administration’s explanations of Benghazi. “In the immediate aftermath, there was information that led us to assess that the attack began spontaneously following protests earlier that day at our embassy in Cairo. We provided that initial assessment to Executive Branch officials and members of Congress, who used that information to discuss the attack publicly and provide updates as they became available.”

The statement continued: “As we learned more about the attack, we revised our initial assessment to reflect new information indicating that it was a deliberate and organized attack carried out by extremists. It remains unclear if any group or person exercised overall command and control of the attack, and if extremist group leaders directed their members to participate. However, we do assess that some of those involved were linked to groups affiliated with, or sympathetic to al Qaeda.”

The statement strongly implies that the information about al Qaeda-linked terrorists was new, a revision of the initial assessment. But it wasn’t. Indeed, the original assessment stated, without qualification, “we do know that Islamic extremists with ties to al Qaeda participated in the attack.”

The statement from the ODNI came not from James Clapper, the director of national intelligence, but from his spokesman, Shawn Turner. When the statement was released, current and former intelligence officials told The Weekly Standard that they found the statement itself odd and the fact that it didn’t come from Clapper stranger still. Clapper was traveling when he was first shown a draft of the statement to go out under his name. It is not an accident that it didn’t.

The revelations about exactly how the talking points were written, revised, and then embellished come amid renewed scrutiny of the administration’s handling of Benghazi. Fox News spoke to a Special Ops soldier last week who raised new questions about what happened during the attack, and the State Department’s inspector general acknowledged that the office would be investigating the production of the Administrative Review Board report on the attacks because of concerns that investigators did not speak to a broad spectrum of individuals with knowledge of the attack and its aftermath. On May 8, the House Oversight and Government Reform committee will hold another hearing on the matter. And Republicans in Congress have asked the administration to release all of the emails, something that would further clarify how the changes came about.

The U.S. has identified the mastermind of the Benghazi attack, sources tell Fox News, though the individual apparently is walking free in Libya.

The confirmation from multiple sources comes more than seven months after the assault on two U.S. locations in Benghazi, Libya, where four Americans — including Ambassador Chris Stevens — were killed.

President Obama pledged after the attack that “justice will be done.”

But one source told Fox News the government is “sitting on” information.

“We basically don’t want to upset anybody, and the problem is, if Ambassador Stevens’ family knew that we were sitting on information about the people who killed their son, their brother, on and on, then, and we could look them as a government in the face, then we’re messing up. We’re messing up,” the source said.

Fox News spoke exclusively with one special operator who watched the events unfold in real time and has debriefed those who were part of the response. He remains anonymous for his safety and has decided to talk because he says he and others connected with the Sept. 11, 2012, attacks in Benghazi are frustrated with the excuses and lack of a military response since Stevens and three other Americans were killed.

“We have all the capability, all the training, all the capacity, to kill and capture not only terrorists involved, with the specific events of 9/11, and Ambassador Stevens’ death, but terrorists that are feeding other regions including Europe that could eventually affect our national security in the short term,” the source said. “And we’re not talking midterm or long-term, this is the short-term.”

The source said “it’s a daily frustration.”

Another threat is a larger terrorist haven that continues to build in parts of Libya and North Africa. Those working the region in the interest of U.S. security say the ball is being dropped by top leaders at the White House, Pentagon and State Department.

“Benghazi, the second-highest population of foreign fighters, and the war in Iraq came from Benghazi, second to Saudi Arabia, so we are talking about a historic location and region that has fed foreign fighters to kill Americans, and kill other coalition forces,” one source said.

“The analysts, the intelligence experts all say the same thing, that if we just ignore the situation as it presents itself, eventually it will be another invasion will have to take place for us to eventually turn the tide.”

He says the region also remains a weapons hub after the overthrow of former leader Muammar Qaddafi in 2011, which saw massive stockpiles of weapons in Libya move freely across the Mediterranean and in many cases into Syria. While the U.S. has claimed a more active role to find and remove an estimated 20,000 shoulder-launched missiles called MANPADS, some Americans working the area say they aren’t allowed to take or even destroy the missiles because they have not been given the authority from their chain of command.

“I have come across SA-7′s in the hands of friendly forces, meaning whether they are surrogate military or police forces that wanted to hand over and they were unable to do that because there was no program in place,” one source said. “No government organizations were interested, no special operations organizations were interested.”

Asked if it was frustrating to know that those on the ground are willing to pass along weapons, yet without a plan in place for the transaction, the source said: “It was frustrating not only for myself, but for the men and the guys that I work with. We always talk amongst each other and discuss it’s probably going to take a 747, a 757 to get shot down in Tripoli for somebody to pay attention to that, which is unfortunate.”

Special ops called for military backup during Libya attack, sources say


On the night of the Benghazi terror attack, special operations put out multiple calls for all available military and other assets to be moved into position to help -- but the State Department and White House never gave the military permission to cross into Libya, sources told Fox News.

The disconnect was one example of what sources described as a communication breakdown that left those on the ground without outside help.

"When you are on the ground, you depend on each other -- we're gonna get through this situation. But when you look up and then nothing outside of the stratosphere is coming to help you or rescue you, that's a bad feeling," one source said.

Multiple sources spoke to Fox News about what they described as a lack of action in Benghazi on Sept. 11 last year, when four Americans, including Ambassador Chris Stevens, were killed.

"They had no plan. They had no contingency plan for if this happens, and that's the problem this is going to face in the future," one source said. "They're dealing with more hostile regions, hostile countries. This attack's going to happen again."

Under normal circumstances, authorities in Benghazi would have fallen under the chief of mission, one source said -- the person in charge of security in the country who in this case was Stevens. But once Stevens was cornered and members of his security detail pushed his distress button, that authority would have been transferred to his deputy. However, that deputy was out of the country.

That meant the authority then reverted directly to the U.S. State Department, and oversight of the response to the attack that night fell to then-Secretary of State Hillary Clinton and Undersecretary of State Patrick Kennedy, who were calling the shots.

Sources said that shortly after the attack began around 9:40 p.m., special forces put out the calls for assets to be moved into position.

"What that does is that enacts ... every asset, every element to respond and it becomes a global priority," one source said. "I would tell you that was given and the only reason it was given is because of special
operations pack."

However, the source said, "Assets did not move."

The failure of the State Department or White House to give the military permission to go into Libya, according to the source, only accentuates the significant breakdown in communication among the State Department, military, CIA and White House.

"I can see the initial confusion in the beginning. I mean, you have a situation that's developing. The problem with the State Department is they don't have procedures in place. And if they do, they haven't practiced or exercised them. And now they are making up for all the mistakes they have made, with excuse. And there is no excuse," the source said, describing a "huge breakdown between State and military."

Last October, then-Defense Secretary Leon Panetta defended the response, saying the military was reluctant to put forces at risk.

"You don't deploy forces into harm's way without knowing what's going on, without having some real-time information about what's taking place," Panetta said. "And as a result of not having that kind of information, the commander who was on the ground in that area, General Ham, General Dempsey and I felt very strongly
that we could not put forces at risk in that situation."

The State Department Accountability Review Board, which investigated the attack and what led up to it, also claimed that "Washington-Tripoli-Benghazi communication, cooperation, and coordination on the night of the attacks were effective."

But one source told Fox News there was "not good communication" between State and Defense "on any level."

The first part of this is from an F-4E pilot. The pilot's name is Jerry Driscoll, a River Rat.  In 1968, the former Commandant of the USAF Survival School was a POW in Ho Lo Prison, the  " Hanoi Hilton."        
 
Dragged from a stinking cesspit of a cell, cleaned, fed, and dressed in clean PJ's, he was ordered to describe for a visiting American "peace activist" the "lenient and humane treatment" he'd received.

He spat at Ms. Fonda, was clubbed, and was dragged away.  During the subsequent beating, he fell forward onto the camp commandant 's feet, which sent that officer berserk.

In 1978, the Air Force Colonel still suffered from double vision (which permanently ended his flying career) from the Commandant's frenzied application of a wooden baton.

From 1963-65, Col. Larry Carrigan was in the 47FW/DO (F-4E's). He spent 6 years in the " Hanoi    Hilton". . . the first three of which his family only knew he was "missing in action." His wife lived on faith that he was still alive.  His group, too, got the cleaned-up, fed and clothed routine in preparation for a "peace delegation" visit.

They, however, had time and devised a plan to get word to the world that they were alive and still survived. Each man secreted a tiny piece of paper, with his Social Security Number on it, in the palm of his hand.  When paraded before Ms. Fonda and a cameraman, she walked the line, shaking each man's hand and asking little encouraging snippets like: "Aren't you sorry you bombed babies?" and "Are you grateful for the humane treatment from your benevolent captors?" Believing this HAD to be an act, they each palmed her their sliver of paper.             

She took them all without missing a beat. . . At the end of the line and once the camera stopped rolling, to the shocked disbelief of the POWs, she turned to the officer in charge and handed him all the little pieces of paper…

Three men died from the subsequent beatings. Colonel Carrigan was almost number four but he survived, which is the only reason we know of her actions that day.

I was a civilian economic development advisor in Vietnam , and was captured by the North Vietnamese communists in South Vietnam in 1968, and held prisoner for over 5 years.

I spent 27 months in solitary confinement; one year in a cage in Cambodia ; and one year in a 'black box' in Hanoi .   My North Vietnamese captors deliberately poisoned and murdered a female missionary, a nurse in a leprosarium in Banme Thuot , South Vietnam , whom I buried in the jungle near the Cambodian border.  At one time, I weighed only about 90 lbs. (My normal weight is 170 lbs.)

We were Jane Fonda's "war   criminals."

When Jane Fonda was in Hanoi , I was asked by the camp communist political officer if I would be willing to meet with her.  I said yes, for I wanted to tell her about the real treatment we POWs received. . . and how different it was from the treatment purported by the North Vietnamese, and parroted by her as "humane and lenient."

Because of this, I spent three days on a rocky floor on my knees, with my arms outstretched with a large steel weight placed on my hands, and beaten with a bamboo cane.

I had the opportunity to meet with Jane Fonda soon after I was released.  I asked her if she would be willing to debate me on TV.  She never did answer me.

These first-hand experiences do not exemplify someone who should be honored as part of "100 Years of Great Women." Lest we forget. . . "100 Years of Great Women" should never include a traitor whose hands are covered with the blood of so many patriots.

There are few things I have strong visceral reactions to, but Hanoi Jane's participation in blatant treason, is one of them. Please take the time to forward to as many people as you possibly can. It will eventually end up on her computer, and she needs to know that we will never forget.

The House Oversight and Government Reform Committee will hold its first hearing May 8 into last year’s terrorist attacks on the U.S. consulate in Benghazi, Libya.

The State Department has insisted that an independent probe of the attacks was enough.

“This administration has offered the American people only a carefully selected and sanitized version of events from before, during, and after the Benghazi terrorist attacks,” said committee Chairman Darrell Issa. “Not surprisingly, this version of events casts senior officials in the most favorable light possible.”

The California Republican added, “Last October, the Oversight Committee exposed State Department denials of security requests made by our diplomats in Libya and forced the Obama administration to concede that there never was a protest of a YouTube video.

“Next week’s hearing will expose new facts and details that the Obama administration has tried to suppress.”
